COMMERCIAL ITEM DESCRIPTION
DOUGHNUTS, FRESH, PLAIN, COATED, OR FILLED
The U.S. Department of Agriculture has authorized the use of this Commercial Item Description in preference to Type I, Type II, or Type III, of Federal Specification EE-D-575.
This Commercial Item Description (CID) covers market varieties of fresh doughnuts, packed in commercially acceptable containers, suitable for use by the Federal Government.
Salient characteristics.
The doughnuts shall be fresh, plain, coated, or filled as specified in the contract agreement. The doughnuts shall have a dry, non-greasy appearance. They shall have no raw, stringy or gelatinized centers, but shall have a fairly uniform cooked texture. The crust shall have a typical color, shall not be burned or scorched, and shall not show grease over 1/8 inch into the cut surface. Coatings, if specified, shall adhere to the crust when subjected to the ordinary shocks of transportation. Fillings or coatings, if specified, shall not adhere to adjacent doughnuts or packaging material. The product shall have a characteristic fresh taste and pleasant flavor and odor. The weight and count per package shall be as specified in the contract agreement. Age of product at time of receipt shall not exceed 24 hours.
Contractor’s certification.
By submitting an offer, the contractor certifies that the product offered meets the specific salient characteristics of this CID; conforms to the producer’s own specifications and standards, including product characteristics, manufacturing procedures, quality control procedures, and storage and handling practices; has a national or regional distribution from storage facilities located within the United States, its territories, or possessions; and is sold on the commercial market. The Government reserves the right to determine proof of such conformance prior to first delivery from point of origin and any time thereafter, up to an including delivery at final destination, as may be necessary to determine conformance with the provisions of the contract.
