COMMERCIAL ITEM DESCRIPTION
CAKE ROLL, FRESH OR CHILLED, JELLY
OR CREAM-FILLED
The U.S. Department of Agriculture has authorized the use of this Commercial Item Description.
Salient characteristics.
Fresh cake roll, jelly or cream-filled, chilled or non-chilled, ready-to-eat, shall be made by baking either a better or form unit or combination thereof. The baked cake shall not be soggy, burned, scorched or caramelized. When the cake is bisected vertically with a sharp knife, it shall show crumb, and filling, in a nearly symmetrically pattern and uniform texture from side-to-side. The cake and filling shall be free from fissures or cracks and shall have a moist mouth feel. The cake roll shall posses a flavor typical of the product and shall be free from objectionable flavors and odors. The filling shall not adhere to the packaging material. The filling shall be a jellied or preserved-type fruit or cream, made from a mixture of fruit, sugar, water (or other liquid), flavoring, egg whites (optional), or any additional ingredient which will produce a commercial-type filling. The flavor of the filling shall be indicated (e.g., vanilla-cream filled, strawberry jelly, etc.). When specified, the cake shall be garnished with any of the following: fruits, candled fruits, chocolate pieces, candy pieces, pecans, walnuts, spices or coconut, and (except spices) shall be characterized by appearing as separate, distinct, and identifiable places evenly distributed throughout the product when used either on the cake, in the filling, or both.
Jelly or cream-filled rolls with fillings having a pH of 4.5 or greater shall be cooled to a temperature 45oF or less within two hours after baking and shall remain at temperatures below 45oF until delivered. Cake rolls shall not be frozen and shall not be more than 24 hours old at time of receipt.
Contractor’s certification.
By submitting an offer, the contractor certifies that the product offered meets the specified salient characteristics of this Commercial Item Description; conforms to the producer’s own specifications and standards, including product characteristics, manufacturing procedures, quality control procedures, and storage and handling practices; has a national or regional distribution from storage facilities located within the United States, its territories, or possessions; and is sold on the commercial market. The Government reserves the right to determine proof of such conformance prior to the first delivery from point of origin and any time thereafter, up to and including delivery at final destination, as may be necessary to determine conformance with the provisions of the contract.
